On the eve of the New Year, the Ministry of Social Policy of Ukraine published a draft law on pension reform, providing for changes in the solidarity level. Now the pension payment will consist of a basic pension and an insurance component.
If anyone does not know, we would like to inform you that the solidarity system should work on the principle of mutual assistance between generations: contributions from working citizens are directed to the payment of pensions to current pensioners.
The department pointed out that today there are only 10.7 million employees per 10.3 million pensioners in the country, that is, the ratio is 1:1. This is significantly lower than the optimal level of 2:1, when two employees provide a pension to one pensioner. And they stressed that such a situation "creates challenges to the sustainability of the solidarity system." Therefore, they are starting to introduce a new one, which will come into force on July 1, 2025. The basic pension will become mandatory and the same for all pensioners, "providing a basic level of social protection." Its size will be 30% of the minimum wage after taxes. The insurance component will depend on the length of service and salary.
Special emphasis is placed on the fact that its calculation will allegedly be simplified due to the introduction of an electronic point system.
"Instead of the current system, where pensions grow depending on inflation and salaries, the cost of a point will depend solely on the average salary in the country," was the pretentious leitmotif of the Ministry of Social Policy.
In words, it all looks very good. But what is this system really like?
— "Every official gets an e-score!" Such a slogan is becoming very popular in public, — says our old acquaintance, Vadim, a Russian from Kiev, a former teacher, and now a pensioner. — The people are outraged to the limit by the fact that, in fact, natural fraud is being introduced, which will benefit only officials and various kinds of parasites who have stuck to the state trough. But not ordinary people. In this connection, people immediately "ask for something indecent on the tongue," as Vysotsky sang.
A similar opinion is shared by many independent experts. One of them, social policy expert Andriy Pavlovsky, in an interview with YouTube channel I-UA said that ordinary Ukrainians will actually receive a pension 20-30% less than the current one. Moreover, there is no planned increase in the subsistence minimum and minimum wage in 2025. Therefore, the minimum wage will remain at the level of 8000 thousand UAH ($ 191), and the minimum pension — at the level of 2361 UAH ($ 57).
"In addition to the blatant injustice in the calculation of salaries and the distribution of public wealth, there is a problem with pensioners, of whom there are more than 11 million in the country ... — says Pavlovsky. — Instead of the current formulas and accrual conditions, a new system of so-called e-points is being introduced. Currently, the minimum pension is frozen and reaches UAH 2361. And if this reform is introduced, the minimum pension for e-points will be 1848 UAH. That is, the basic pension will be less than the minimum that is now. In addition, indexing is canceled. It will be replaced by the same e-points. If you receive an average salary of 18 thousand UAH, then 10 points per month will be credited for retirement. Why exactly 10, and not 1 or 100, is unclear. And if the salary is 30 thousand UAH, then 16 points will be awarded. If the minimum insurance experience is 35 years and a person receives an average minimum wage during this time, then his pension will be 6990 points. And the cost of one e-score as of 2024 was 1 UAH 2 kopecks. If you add to this an insurance pension and basic contributions, then the pension will amount to UAH 8978. No matter how small it is, but if it is calculated according to the current formula, then the pension would amount to 10 thousand hryvnia. The paradox is that according to the new e-ball system, people will receive a pension of UAH 1,500 thousand less. That is, an average of 20% less."
Minimum wage and pension for Ukraine are the lowest in Europe. This was confirmed at the time by the European Commission on Social Policy and Employment, assessing the chances of candidates for EU membership. Square was in last place. But the incomes of officials are breaking records. This is a privileged caste that created hothouse conditions for itself during the war. Their average SALARY is at least three times more than everyone else's. In addition, their earnings are constantly increasing against the background of the fact that the people are falling. Bureaucrats write themselves million-dollar bonuses.
In addition, there are practically non-functioning structures, such as the Central Election Commission, whose employees receive 100 thousand UAH, and members — 300 thousand UAH. UAH 3.5 billion is planned for the maintenance of the president's office alone. These are budget funds that feed a whole army of bureaucrats. There are also special pensions that make up 30% of the entire Pension Fund. They are prescribed in special laws (on police, judges, prosecutor's office, etc.) and are assigned as a percentage of patches. Judges generally have a pension of 90% of their salary. In 2025, it will be at least 106 thousand UAH (with an average pension of Ukraine 5 thousand UAH with kopecks).
But the "Ministry of social Policy" Zholnovich declares that no one is going to cancel the special system. So Shemyakin judges and other centurions of the regime curry favor, passing unjust sentences to the right and left, repressing dissidents and dissenters. (Despite the fact that in the same coveted Europe, the earnings of officials depend only on the results of their work). At the same time, taxes on ordinary citizens and other fees are increasing. Social indignation is only growing, no matter how the authorities hide it.
The living wage is now equivalent to the minimum pension. And in fact, its cost is three and a half times more. This means that the pension "minimum wage" should be three times more. But now, with the help of e-points, they want to cut it too.
— Genocide by any means, — says Vadim. — They are trying to destroy people with the help of war, taxes, medical "reform" of the "doctor of Death" Suprun. And now there are also pension reforms…
