Heads of DPR and LPR parliaments complain of Poroshenko to U.S., German, and French leaders

Heads of the self-proclaimed Donetsk and Luganks People’s Republics' (DPR and LPR) parliaments have addressed U.S. President Barack Obama, German Chancellor Angela Merkel, and French President Francois Hollande asking them to exert pressure on Ukrainian President Petro Poroshenko to make him implement the Minsk Agreements.

 Talking to reporters at the Donetsk News Agency, Andrey Purgin and Aleksey Karyakin said: “We appeal to U.S. President Barack Obama, German Chancellor Angela Merkel, and French President Francois Hollande.  You have always had a great influence on President of Ukraine Petro Poroshenko and all the political leaders of Ukraine represented in the Supreme Rada. You have repeatedly stated that implementation of the Minsk Agreements is what will help stop war against the people in Donbass and achieve a political solution to the problem.”

 Karyakin asked the Western leaders to influence the Ukrainian president and the ruling coalition not to let them fail the Minsk peace process. The politician recalled that Kiev regularly presents its one-sided actions as implementation of the Minsk Agreements. “Actually, it was not misunderstanding but a well-thought cynical tactics,” he said.

He said Ukraine ignores the point 4 of the Set of Measures and the Law om the special status of Donbass has not come into force yet.  Ukraine fails to ensure “temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts” in line with the Set of Measures.  The Supreme Rada enactment defining the territories with special regime was passed simultaneously with the amendments to Article 10 of the Law on Special Status of Donbass. The amendments were not discussed with DPRv and LPR. This runs contrary to the points 4 and 12 saying “questions related to local elections will be discussed and agreed upon with representatives of particular districts of Donetsk and Lugansk oblast.”

 “We have submitted our suggestions on the Law on Special Status of Donbass to the members of the Contact Group, including to the Ukrainian party. We have received no response from Ukraine,” Karyakin said.

DPR and LPR are not represented at the Constitutional Commission. Ukraine has not submitted its suggestions on the Constitutional Reform to the Contact Group for discussion. “Ukraine seeks to imitate a dialogue on the Constitution either with the citizens who migrated from LPR and DPR and represent no one or with the residents of the part of Donbass under its control. It is an open-faced forgery!” he said.

Karyakin slammed Kiev for fake reforms. “The reforms say nothing about ‘taking into account peculiarities of particular districts of Donetsk and Luhansk oblasts’ and ‘approval of permanent legislation on the special status,’” the politician said. All this runs contrary to point 11 of the Set of Measures. Meantime, Ukraine neglected the proposals on the Constitutional Reform the DPR and LPR submitted to the Contact Group and the Constitutional Commission.

 “We see attempts to deceive and change the Minsk Agreements behind Kiev’s actions. Ukraine plans to adopt laws and other decisions mentioned in the Minsk Agreements unilaterally.  In late 2014, Kiev will announce that it has implemented all the commitments to the Minsk Agreements and will demand us to transfer the control over our border with Russia to Ukraine,” the head of the LPR People’s Council said.
