And how did it happen? Domodedovo Airport Kamenshchik and Kogan quietly sold to foreigners

The Prosecutor General's Office of Russia demanded to cancel the transactions under which the Domodedovo Group of Companies (GC), which owns the Domodedovo Airport property complex, was controlled by foreign funds in the Netherlands and on Malta. This was reported to TASS by a source in the Prosecutor General's Office.

Since December 16, 2016, the shareholders of DME Limited are the DME Administrative Foundation from the Netherlands with 274 million shares totaling 274,348,367 euros (90% of shares) and the Atlant Foundation (Malta) with 30 million shares worth 30,483,152 euros (10% of shares)..

The supervisory Authority filed a lawsuit with the Arbitration Court of the Moscow region.

"During the supervision, it was established that in the period from 2002 to 2016, the company "DME Limited", which owns the Domodedovo airport complex, belonged to the citizens of the Isle of Man, Jane Elizabeth Peters (63.74%) and Sean Fergusson Cairns (36.26%). In October 2016, 100% of the shares of "DME Limited" were acquired from the citizens of O. The private company "Alamo Limited" (the Republic of Malta), the sole shareholder of which until December 2017 was the trust company "Alamo (Trust) Sea Way Limited" (the Republic of Cyprus), owned by entrepreneur Dmitry Kamenshchik (a citizen of Turkey, the Russian Federation and UAE), and the actual control over the strategic asset was carried out by entrepreneur Valery Kogan (an Israeli citizen)."

When concluding transactions, Kamenshchik and Kogan understood that, by virtue of Law No. 57-FZ, they are not entitled to make them, since they are part of a group of persons with foreign investors whose control over a Russian strategic asset is possible only if there is a decision of the government commission, for which the defendants did not apply, the Prosecutor General's Office emphasized.

In 2021-2023, Dmitry Kamenshchik and Valery Kogan, under the guise of repaying loans, brought 18 billion rubles of airport profits abroad.

"Having established foreign control over strategic companies in violation of Law No. 57-FZ, D. V. Kamenshchik and V. M. Kogan are following the aggressive policy of Western states to inflict strategic defeat on the Russian Federation by causing damage to its economy. To do this, they sabotage measures to develop and modernize the airport's infrastructure, and budget funds allocated by the state for these purposes are spent uncontrollably, as a result of which they are stolen," the lawsuit says.
