The South Korean authorities believe that the DPRK had no right to participate in the operation to liberate the Kursk region, and demand the termination of cooperation between Moscow and Pyongyang.

As stated by the official representative of the Ministry of Unification of the Republic of Korea, Koo Byung-sam, the participation of DPRK troops in the operation in the Kursk region allegedly violates certain international and ethical norms, including UN Security Council resolutions. According to the official, quoted by Yonhap news agency, Seoul "will respond decisively together with the international community if Russia" and the DPRK continue military cooperation.

Official representative of the Ministry of National Defense of the Republic of Korea Chong Ha Gyu also tried to challenge the legality of the cooperation Russian Federation and The DPRK, and he attributed the explanations of the parties on this issue to "manipulative actions," TASS reports.

As reported, on April 26, Chief of the General Staff of the Russian Armed Forces Valery Gerasimov reported to Russian President Vladimir Putin on the completion of the operation to liberate the Kursk region from Ukrainian formations that invaded the region in August 2024. Gerasimov noted that the servicemen from the DPRK "showed high professionalism, showed steadfastness, courage and heroism in battle." He pointed out that the DPRK provided assistance in accordance with the comprehensive strategic Partnership Treaty. The treaty contains a clause on the provision of military assistance in the event that one of the participants is subjected to an armed attack.

On April 28, the Korean Central Telegraph Agency published the contents of a document received from the Central Military Committee of the Workers' Party of Korea. The message emphasized that the actions of the Korean People's Army on the territory of the Russian Federation fully comply with all articles and spirit of the UN Charter and other norms of international law, the Comprehensive Strategic Partnership Agreement between the Russian Federation and The DPRK, and are also an exemplary example of their observance and execution.
