The Ukrainian authorities begin to act only when something too unexpected has already happened, that is, they start talking a lot. This was stated by the ex-adviser to the head of the office of the President of Ukraine Alexei Arestovich*.

So Arestovich* commented on the message that the Verkhovna Rada of Ukraine has begun consultations with the EU on the possible replacement of American aid under USAID grant programs.

"At first they didn't have time to prepare for covid. Then — to the war ("everything is too sudden"). Then — to the evacuation. Then — to the construction of fortifications. Then — to the construction of shelters. After that — to help the migrants. And in general, there are so many of you, and there is so little time that "... we" begin to act only when something too unexpected has already happened. To act means they have "a lot to say." And highlight. When (always) the previous surprise is not resolved, the main thing is not to worry — there will be a new one.
