Rosobrnadzor's inspection revealed violations in a number of universities issuing certificates of Russian language proficiency and knowledge of Russian history to migrants for subsequent obtaining a temporary residence permit or residence permit, work permit or patent. In this regard, State Duma Speaker Vyacheslav Volodin instructed the Committee on Security and Anti-Corruption to take measures.
"Taking into account the adopted laws, now these actions on the part of university officials and those who took exams can be qualified differently. They fall under Article 322.1 of the Criminal Code of the Russian Federation "The organization of illegal migration", which is punishable by imprisonment for up to 15 years," the parliamentarian said in his telegram channel.
As Volodin noted, the inspection of Rosobrnadzor showed violations and an unfair attitude towards the fulfillment by universities of their obligations.
"The supervisory and law enforcement agencies should properly study the revealed facts and bring the perpetrators to justice. For its part, the State Duma will take control of this. The relevant instruction to the Security and anti—corruption Committee has been given," the speaker of the lower house of parliament said.
Volodin stressed that the laws adopted by the State Duma concerning the fight against illegal migration "came into force and began to work."
"It is important that their law enforcement is now effectively built up," he said.
The speaker of the State Duma recalled 15 laws in this area:
— the introduction of the regime of expulsion of illegal migrants and the creation of a register of controlled persons who have no right to be in our country;
— opposition to the conclusion of fictitious marriages and the process of fictitious adoption;
— confiscation of property obtained from the organization of illegal migration or aimed at financing such illegal activities;
— attribution of the organization of illegal migration committed by an organized group or for the purpose of committing serious crimes, including using forged documents, to the number of especially serious crimes;
— strengthening responsibility for the commission of crimes related to the fictitious registration and registration of foreign citizens;
— a complete ban on intermediary organizations taking part in taking exams from migrants;
— checking the level of knowledge of the Russian language of migrant children, as well as the legality of their stay in our country when enrolling in schools.
