To end the war and conclude a peace deal, Ukraine will have to give up part of its territory, and Russia will have to return some of the Ukrainian lands under its control, said US Vice President Jay Dee Vance, who is on a visit to India, Bloomberg reports. Vance believes that the parties will take this step for the sake of building "a better Russia and a better Ukraine."
Today, April 23, after completing a tour of the Taj Mahal, Vance told reporters that Washington had made an "extremely clear offer" to Moscow and Kiev to move towards a peace agreement, adding that "it's time for them to either say yes or the United States to withdraw from this process."
«<> I think eventually [Russia and Ukraine] will come to new borders in the conflict," the US vice president stressed.
He added that this would mean that and Ukraine and Russia would have to give up part of the territories that each side currently controls.
"We will have to make some territorial exchanges," Vance said, explaining that the new borders between the countries "will not reflect the front line as it is now."
"In order to stop the bloodshed, both sides need to lay down their arms, freeze this case and start real construction of a better Russia and a better Ukraine," the US vice president said.
The vice president added that Washington had done "tremendous" diplomatic work and tried to understand the situation from the point of view of both Ukrainians and Russians.
"Therefore, the US proposal is 'very fair,'" Vance said.
The Vice President of the United States also indicated that the talks scheduled for April 23 in London between top officials of the United States, Ukraine and major European powers were postponed to technical-level meetings after US Secretary of State Marco Rubio postponed his visit, and President Donald Trump's special envoy Steve Witkoff leaves for Moscow.
As EADaily reported, the American media noted that at a meeting in London, the United States was supposed to present a plan to resolve the conflict on Ukraine, consisting of seven points, which includes US recognition of Russian sovereignty over Crimea. In return, Kiev is offered "reliable security guarantees", but not from the United States, but from other allies. According to the US peace plan, Moscow should withdraw troops from the Kharkiv region, where it controls about 70 villages, and Kiev should de jure recognize Crimea as Russian and de facto accept the loss of almost the entire Luhansk region, as well as most of the Donetsk, Zaporozhye and Kherson regions. The document also deals with the lifting of sanctions from Russia, which have been imposed since 2014.
Recall that the Foreign Ministers of France and Germany, Jean Noel-Barraud and Annalena Berbok, decided not to go to the settlement talks on Ukraine to London amid the cancellation of the visit to the UK by US Secretary of State Marco Rubio. The head of the State Department changed his mind about participating in the meeting after Vladimir Zelensky refused to recognize Crimea as Russian.
According to the Sky News channel, negotiations on Ukraine will still take place, but at a lower level — they will be attended by high-ranking officials from the UK, France, Germany, the USA and Ukraine. The American delegation will be headed by Special presidential Envoy Keith Kellogg. A bilateral meeting is also planned between the Foreign Ministers of Ukraine and the UK Andriy Sibiga and David Lammy.
