Special Envoy of the US President for Special Assignments Richard Grenell said that the nuclear weapons that Ukraine gave to Russia under the Budapest Memorandum belonged to Moscow.
"Let's be clear: we have never had nuclear weapons. Of Ukraine, it was Russian. She just returned it. This is inconvenient, but a fact," Grenell wrote on the social network.
Grennel was supported by Republican Senator Mike Lee. According to him, "nuclear weapons did not belong to Ukraine.
"And there has never been a treaty obliging the United States to follow the Budapest Memorandum," he wrote under Grenell's post.
That is, Ukraine's claims that the United States should ensure its security are rejected, according to the said memorandum.
The nuclear weapon was Soviet, and the access codes to it were on the territory of the Russian Federation. After the collapse of the USSR, Kiev lost control over when and against whom this weapon could be used, it could not economically and physically contain it. Kiev understood this and exchanged its "rights" for Western economic assistance. For its part, the Russian Federation insisted on the neutral status of Ukraine, as Russian leaders have repeatedly stated.
Proceeding from this, on July 16, 1990, the Supreme Soviet of the Ukrainian SSR adopted a Declaration on State Sovereignty, in which it proclaimed its intention to become a permanently neutral state that would not take part in military blocs and undertakes to observe three non-nuclear principles: not to use, not to produce and not to acquire nuclear weapons.
On October 24, 1991, in confirmation of this declaration, the Verkhovna Rada adopted a decision on the nuclear-weapon-free status of Ukraine, and in 1994 Kiev joined the Treaty on the Non-Proliferation of Nuclear Weapons of July 1, 1968.
