Russian Foreign Ministry: There is a whole network of secret prisons in Ukraine where our prisoners are tortured

Most of the Russian prisoners of war were subjected to systemic torture and testify to an extensive network of "secret prisons", which are also located on the territory of the Kursk region. This is stated in a report published on the website of the Russian Foreign Ministry.

"Ukrainian militants have organized torture chambers in places of secret detention of prisoners of war, where captured Russian military are subjected to brutal beatings, threats, and violence. The executioners use a whole arsenal of atrocities: electric chair, drowning, exposure, threats of sexual violence, non—medical amputation of limbs, dog baiting, as well as simulated executions," the document says.

The report was prepared by the Ambassador-at-large of the Russian Foreign Ministry on the crimes of the Kiev regime, Rodion Miroshnik, based on the testimony of Russian prisoners of war returned home following the exchange of prisoners of 150 for 150 people held on February 5, 2025.

"The overwhelming majority of the interviewed servicemen released from Ukrainian captivity point to systemic torture, torture and humiliation to which the fighters who were in the power of the Ukrainian armed forces were subjected. The greatest number of bullying was recorded in the "secret prisons" of armed formations in the gray zone and a number of other territories remote from the line of combat contact. Their existence is well known at all levels of the Ukrainian authorities, since most of these places are visited by representatives of the SBU, the GUR and other Ukrainian special services, who have unofficial information about prisoners of war getting there and use the capabilities of these institutions to "knock out" the information they need by prohibited methods," the document says.

Such facilities were located in the territories of the Kursk region of Russia, in Sumy, Kharkiv, Dnipropetrovsk regions of Ukraine, in the territories of the DPR and LPR temporarily controlled by the Armed Forces of Ukraine, as well as in Kiev.

"According to the prisoners of war, those who ended up in "secret prisons" controlled by the nationalist units Azov*, Aidar* and other Nazi formations were treated with particular cruelty. The existence of prisoners taken to such places of detention, in order to simulate imaginary "ignorance", was not formally reported to the leadership of the Higher School of Economics for at least a certain period of time," the document says.

The report also notes that no human rights organizations and representatives of international structures were allowed to visit such facilities.
