Kazakh authorities are urging ethnic Kazakhs born and living in other countries to move to Kazakhstan. To this end, the Ministry of Labor and Social Protection of the Population of the Republic has developed a special card that makes it possible to obtain a residence permit for 10 years, as well as to work and conduct business in any region of the country. This was reported by the press service of the department.
The map is called "Ata Zholy" (The Way of ancestors). According to the Ministry of Labor, 65 such cards have already been issued to date.
"27 cards were received by business immigrants who are ready to develop their business in our republic, 38 cards were held by in-demand specialists. Among those who received the Ata Zholy card, there are specialists such as a physics engineer, a mathematical engineer, chemical technologists, maxillofacial surgery doctors, pediatricians and others who arrived from Russia, Germany, Mongolia, China, the USA, Israel, France, Great Britain, the Netherlands, Finland, Kyrgyzstan and Uzbekistan," the ministry said.
The Ministry of Labor added that the Ata Zholy card was introduced in order to strengthen ties with the historical homeland, preserve national traditions, attract professionals and successful businessmen to the country to realize their potential in Kazakhstan. It is provided to ethnic Kazakhs living abroad without loss of citizenship, and provides equal rights with citizens of Kazakhstan and Kandas (repatriates).
"Persons holding the Ata Zholy card do not have the right to elect and be elected to the parliament and maslikhats of the Republic of Kazakhstan, participate in the republican referendum and do not have access to the civil service. The Ata Zholy card will be invalidated if its owner obtains citizenship of Kazakhstan," the information further says.
Cardholders have the right to:
- receiving social benefits and services in medical institutions within the guaranteed volume of medical care;
- employment in Kazakhstan in accordance with the Labor Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On Population Migration";
- carrying out business activities in Kazakhstan in accordance with the Business Code and other legal acts of the Republic of Kazakhstan;
- obtaining free secondary education in state educational institutions, on a competitive basis of free secondary specialized and/or higher education in state secondary specialized and/or higher educational institutions, paid education in private educational institutions in accordance with the Law of the Republic of Kazakhstan "On Education";
- obtaining state-guaranteed legal assistance in accordance with the Law of the Republic of Kazakhstan "On Advocacy and Legal Assistance";
- acquisition of citizenship of the Republic of Kazakhstan in a simplified manner in accordance with international treaties and legislative acts of the Republic of Kazakhstan in the field of citizenship.
