Russian President Vladimir Putin refused to meet with the co-founder of the Telegram messenger Pavel Durov, who was in Baku during the state visit of the Russian leader to Azerbaijan, the telegram channel "Base" claims.

"A few days before the visit, officials of the Presidential Administration suggested that Putin arrange a meeting with the head of Telegram Pavel Durov, but Putin refused. The reason for the refusal of the "Base" is unknown (as is the intended topic of the meeting)," TK reported.

Recall that Vladimir Putin arrived in Baku on August 19, he stayed in Azerbaijan for two days.

As reported by EADaily, on July 31, Anton Gorelkin, deputy head of the State Duma Committee on Information Policy, said that Telegram would fulfill the requirements of the new law on deanonymization from November 10 of telegram channels, according to which their owners with more than 10 thousand subscribers are required to report information about themselves to Roskomnadzor. The agency will maintain a list of such personal pages in social networks. Owners of public channels, information about which is not included in the regulator's list, will not be able to post on their pages proposals for their financing, as well as advertising.

On July 23, Durov informed that Telegram has reached 950 million active users, compared to spring, their number has increased by 50 million.
